The State Council cancels the license of refractory and other industrial products to help build a new system of refractory industry

        Recently, the State Council issued the decision on adjusting the catalogue for the administration of production license of industrial products and strengthening the supervision during and after the event (hereinafter referred to as the decision). According to the decision, the production license management of 13 kinds of industrial products, such as internal combustion engine and automobile brake fluid, will be cancelled, and the satellite television broadcasting ground receiving equipment and wireless broadcasting and television transmitting equipment will be reduced and merged into category 1. For those involving safety, health and environmental protection, they will be transformed into compulsory product certification management, and the certification cost will be borne by the finance. After the adjustment, there are 10 categories of products that will continue to implement the production license management of industrial products, including 5 categories implemented by the State Administration of market supervision and administration and 5 categories implemented by the provincial market supervision and administration departments. The production license of refractory products has also been cancelled.

        The cancellation of the production license of refractory products means to reduce the pressure and loosen the binding for refractory enterprises, but it does not completely lose the supervision. The enterprises should control themselves and supervise users.

       The refractory industry should make full use of information technology, establish and improve the quality and safety monitoring and early warning mechanism widely participated in by inspection and testing institutions, scientific research institutes, industry associations, etc. We need to improve the problem oriented supervision and random inspection mechanism, increase the supervision and random inspection of the products whose production license management has been cancelled, expand the coverage and frequency of supervision and random inspection of key products and areas, timely disclose the information of random inspection in accordance with the law, increase the investigation and punishment of unqualified products, and carry out special rectification of products with industrial and emerging quality and safety risks. We need to speed up the formulation and revision of standards urgently needed for industrial development and supervision, strictly implement the main responsibility of certification bodies for certification results and the joint and several responsibility for the continuous conformity of product quality with certification requirements, encourage relevant industries and users to accept certification results, give full play to the role of industry supervision and social supervision, and promote the construction of management based on standard guidance, enterprise performance and government supervision System to ensure the quality and safety of industrial products.
